MAYOR
The mayor serves as the chief executive officer of the borough, overseeing various administrative and ceremonial duties. Key responsibilities include: – Law Enforcement Oversight: The mayor has control over the police department, ensuring the enforcement of laws and ordinances within the borough. – Emergency Management: Assisting the borough’s emergency manager and declaring emergencies when necessary to preserve order and public safety. – Ceremonial Functions: Administering oaths, issuing proclamations, and performing weddings, contributing to the borough’s civic and ceremonial activities. – Public Relations: Acting as a representative of Hatboro, the mayor engages with the community and promotes local initiatives. Additionally, the mayor reports to the borough council on the state of the borough and approves tax ordinances. The position holds a four-year term.
BOROUGH COUNCIL
The Borough Council is the legislative body governing the Borough. Its primary responsibilities include: – Legislation: Enacting ordinances and resolutions to establish local laws and policies. – Budget and Finance: Approving the annual budget, overseeing financial expenditures, and ensuring fiscal responsibility. – Appointments: Appointing key officials, such as the Borough Manager, and members of various boards and commissions. – Policy Oversight: Setting strategic priorities and policies to guide the borough’s development and services. – Community Engagement: Representing residents’ interests, addressing community concerns, and facilitating public participation in local governance. The Borough Manager, appointed by the Council, is responsible for the day-to-day administration of borough affairs, including supervising departments, hiring personnel, preparing the budget, and enforcing ordinances. By fulfilling these roles, the Hatboro Borough Council ensures effective governance and the well-being of the community. This year, there are one two-year term and four four-year term Councilperson seats up for election.
TAX COLLECTOR
The Tax Collector is responsible for administering and collecting various taxes and fees within the borough. Key responsibilities include: – Real Estate Taxes: Collecting real estate taxes for Hatboro Borough, Montgomery County, and the Hatboro-Horsham School District. Tax bills for the Borough and County are mailed in February each year, while School District tax bills are mailed in July. – Refuse and Waste Generation Fees: Receiving payments for Hatboro Borough refuse fees and Montgomery County waste generation fees. By fulfilling these duties, the Hatboro Tax Collector ensures the efficient collection of essential revenues that support local services and operations. The position holds a four-year term.
HATBORO-HORSHAM SCHOOL BOARD
The School Board is the governing body responsible for overseeing the Hatboro-Horsham School District. JUDGE OF ELECTIONS

Their primary responsibilities include: – Polling Place Management: Overseeing the setup and closure of the polling station, ensuring it is accessible and arranged according to regulations. – Election Officer Supervision: Administer oaths to other poll workers and coordinate their activities throughout Election Day. – Voter Verification: Ensuring that each voter is properly registered and verifying their eligibility before they cast their ballot. – Ballot and Equipment Security: Maintaining the security of voting machines and ballots, including receiving and returning the ballot box from the county. – Vote Tallying and Reporting: Supervising the counting of votes and accurately reporting the results to county election officials. – Conflict Resolution: Addressing any issues or disputes that arise at the polling place, ensuring compliance with election laws and procedures. By fulfilling these duties, the Judge of Elections upholds the integrity of the voting process and ensures that elections are conducted fairly and efficiently. The position holds a four-year term.
INSPECTOR OF ELECTIONS
The Inspector of Elections is an essential member of the local election board, working alongside the Judge of Elections and other officials to ensure the proper conduct of elections. Each precinct has two Inspectors: the Majority Inspector and the Minority Inspector. The Majority Inspector is the candidate receiving the highest number of votes. The Minority Inspector is the candidate receiving the second highest number of votes. Key responsibilities of the Inspectors of Elections include: – Voter Verification: Assisting in verifying the identity and eligibility of voters as they arrive at the polling place. – Poll Book Management: Recording voters’ names in the poll book to maintain accurate records of who has voted. – Ballot Distribution: Issuing the appropriate ballots to voters and providing instructions on the voting process. – Assisting the Judge of Elections: Supporting the Judge in overseeing the election process, including setting up and closing the polling place. – Clerk Appointment: Each Inspector is responsible for appointing a Clerk to assist with election duties. By fulfilling these duties, the Inspectors of Elections play a vital role in maintaining the integrity and efficiency of the electoral process in their precincts. The position holds a four-year term.
